Intro
MOVE is based on transitional urban planning as a means of activating the Euroméditerranée area globally while adapting to the specific features of the neighbourhoods within it.
MOVE is the opportunity for Euroméditerranée to question the role of the developer by moving the links between uses, time-frames and actors, in order to meet existing needs, while supporting the urban project that is taking shape.
MOVE addresses a number of issues: occupying lulls in development work, placing uses back at the heart of the project, testing and foreshadowing, supporting projects and a community of innovative stakeholders, and activating the territory.
Building on previous initiatives, Euroméditerranée is launching a CEI Season 1 to spur a new approach designed to unfold over time and space.

Context
Euroméditerranée is an Operation of National Interest (ONI) launched in 1995 by the French state, the City of Marseille, the Marseille Provence Métropole Urban Community, the Provence-Alpes-Côte d’Azur Region and the Bouches-du-Rhône Departmental Council. In 2007, central government and the local authorities decided to extend the scope of the operation to a further 169 hectares in the north. Totalling 480 hectares, Euroméditerranée is now Europe’s largest urban renovation operation. MOVE is deployed across the entire area of the project, spanning the built environment and public spaces, in a manner tailored to each constituent district and in line with the project phases.

An iterative process
For project backers: taking into account the prerequisites of the Guide Plan while accommodating existing activities, contributing to the area’s activation and being open to the neighbourhood if the activity allows, contributing to the narrative of the sites concerned.
For Euroméditerranée: introducing greater flexibility into the urban project, enabling a long-term future for programmes, project backers or users when the conditions of the urban project allow, acting as a facilitator.

Collaborative workshop
On 6 April this year, Euroméditerranée held a day of collaborative MOVE workshops to reflect on the issues, obstacles and drivers of such an approach. The agency invited around 50 stakeholders and projects backers from a wide range of sectors, most with experience in transitional urban planning or practising in the Euroméditerranée extension area.
The day, organised and led in conjunction with Co-design it and Le Sens de la Ville, was an opportunity to share, debate, look forward, make acquaintances and feed into the MOVE process ahead of the launch of the CEI.

Projects
MOVE is already taking shape with the activation of the Campus Porte d’Aix near the Saint-Charles station in the original Euroméditerranée area, plus two preliminary studies focusing on the extension area, near Bougainville metro station.
CEI Season 1
For this first season, the focus is on the Euroméditerranée extension to the north of Bougainville metro station.

Method
Phase 1 : preparing an application (6 weeks)
The publication of the CEI launches the first phase of the consultation. The purpose of this first phase is for groups to come together and prepare a preliminary programme for the chosen site.
Based on an examination of the applications and on interviews, Euroméditerranée will decide on its chosen teams for phase 2 at each site.
Phase 2 : formalising a bid (6 weeks)
This period will enable the finalist groups to refine their project and prepare their bid. Workshops will be organised with each selected group to guide them in this task.
